♠Betting and Casino Laws in Brazil
Brazil built its authorised betting market in two steps. Law 13.756 of 2018 created the "fixed-odds betting" lottery modality at federal level, and Law 14.790 of 29 December 2023 set the licensing, tax, advertising and responsible-gambling rules for both sports betting and online games. The Secretaria de Prêmios e Apostas (SPA/MF), part of the Ministry of Finance, became the regulator, and the authorised market opened on 1 January 2025.
That changed on 25 September 2026, when Medida Provisória nº 1.394/2026 prohibited fixed-odds betting, including sports betting and online games, throughout Brazil, together with its advertising and intermediation. Deposits were barred from that date, the voluntary withdrawal window closed on 5 October and platforms were due to be offline on 6 October. The measure is provisional: Congress can approve it, amend it or let it lapse.
