In Brazil, the smartphone is the main way many people access the internet, so it is no surprise that most betting activity happened inside apps. A betting app combines a payment tool, an identity system and a gambling product in a single icon on your phone, which makes it convenient and, if it is fake, extremely dangerous. Why mobile matters in Brazil

Brazil has a very large mobile population and a payment culture built around the phone: the central bank's Pix system, used by more than 170 million people by January 2026, lives inside banking apps and is operated through keys and QR codes. For unauthorised services, the Ministry of Finance identified sites and apps and passed them to Anatel, the telecommunications regulator, which notified providers to block them. Reports put the number of blocked sites at more than 18,000 by September 2025, and app stores were required to remove betting apps that were not authorised. From 2025 the lists of blocked sites became confidential.

What changed on 25 September 2026

Medida Provisória nº 1.394/2026 prohibits the exploitation, offering, intermediation and advertising of fixed-odds betting throughout Brazil, including sports betting and online games and including companies based abroad that serve people in Brazil. The key dates for apps and platforms were:

  • new deposits barred from 25 September 2026;
  • advertising and sponsorship material to be removed, including promotions inside apps;
  • the voluntary withdrawal window closed on 5 October at 23:59 Brasília time;
  • platforms and apps due to be unavailable on 6 October;
  • balances returned to the original payment accounts between 9 and 14 October, with Caixa Econômica Federal as the fallback afterwards.

How to recognise a fake or unsafe app

  • It is not in an official app store. Apps distributed as files (APK) through links, messaging groups or social-media posts are the most common route for malware.
  • It asks for unusual permissions. Permission to read your messages, control the screen or access other apps is not needed for a betting app and can be used to steal banking codes.
  • The name or icon imitates a known brand. Copycats add a word, number or hyphen, or use a slightly altered logo.
  • It still accepts Pix deposits. After the measure, banks and payment providers are limited to winding down betting transactions. A Pix request to an individual's account or a random key is a major red flag.
  • It promises guaranteed returns or large bonuses. Real services do not guarantee profit.
  • It asks for your banking password, token or card security code. A legitimate app never does.

If you installed a suspicious app

  1. Stop using it. Do not deposit and do not enter any more personal data.
  2. Uninstall it and run your phone's built-in security check.
  3. Change the passwords of your banking and e-mail apps, and review which apps have permission to read messages or control the screen.
