The order of this list is an editorial decision, not a straight sort of those scores. Our editors decide which sportsbooks to shortlist and in what order, using the Trust Index as the main input alongside judgment about who we'd actually recommend first — which is why a betting site with a slightly lower score can sit above a higher-scoring one. Per-country and per-category pages work differently: those are sorted directly, either by our editors' rating for that specific category and market, or by the specific measured figure the page is about, such as withdrawal speed.
What never moves an operator up a list is money.
