Uzbekistan legalized online gambling, lotteries, and betting from January 1, 2025, under a decree signed by President Shavkat Mirziyoyev. Licenses are issued by the National Agency for Prospective Projects (NAPP), require a minimum authorized capital of 56.25 billion soums (~$4.4M) plus a 28.125 billion soum reserve fund, and run for five years. As of the most recent reporting we have on file, the market was legally open on paper but still early-stage, with no licenses actually issued yet.
None of the international operators we track hold a NAPP license — with no licenses issued at all as of our last check, every operator serving Uzbekistan today does so outside this new domestic framework, typically under a foreign licence such as Curaçao's.
