1xBet is one of the largest sportsbooks in the world by sheer market and event coverage, but its licensing history and a long list of regulatory bans (UK, US, Russia, France, Spain) and unresolved player complaints mean it's a materially higher-risk choice than a UKGC- or MGA-licensed operator. Last verified: 16 October 2026. This page is information about casinos in India and about the law that applies to it. It is not legal advice and it is not a recommendation to use any betting service. Laws and court cases on this subject are changing, so read the "Sources" list at the bottom and check the current position yourself.
Playing cards for money is an old habit in India, from the family Diwali card table to the teen patti and andar bahar games that have moved onto phones. The legal position of casinos is more complicated than most people expect, because gambling is a state matter, a handful of places license physical casinos, and since 2025 a national law prohibits online money games. This page explains how casino games actually work, where physical casinos are legal, and what the law now says about playing casino games online in India.
Commentary from iPleaders and other legal sources describes a clear pattern: most Indian states prohibit gambling, and casinos operate only in a few places under their own laws, namely Goa, Sikkim and Daman. In Goa, amendments to the Goa, Daman and Diu Public Gambling Act, 1976 allowed card rooms on offshore vessels and slot machines in five-star hotels under government authorisation and fees. Sikkim legalised casinos through a 2005 amendment that lets the government notify areas where casinos can be licensed. Sources disagree on how many casinos operate in each place, so treat any number as approximate. The key point is that these are licensed physical venues, and a state licence for a physical venue does not extend to an online service.
Every casino game is built so that the house has a mathematical edge. This section describes how that works in general, so that you can see through the marketing.
Online, the results of virtual games are produced by a random number generator. Independent test labs such as GLI, iTech Labs and eCOGRA certify these systems, and a licensed operator should be able to show you which lab tested which game. The absence of any certificate, or a certificate you cannot verify on the lab's own website, is a warning sign.
Because the legal online market in India no longer exists, the sites that still target Indian players are operators licensed elsewhere or not licensed at all. A licence from another country is a statement about that country's rules, not about Indian law, and it gives you no practical way to enforce a payout from India. The Lok Sabha was told, according to MediaNama, that by 28 March 2026 the government had blocked 8,376 betting and gambling website addresses, with more than 4,800 of those blocked after the Online Gaming Act was enacted. Critics quoted by Storyboard18 and others say mirror sites reappear within hours, which is exactly why many of the sites you see are short-lived and why a balance can vanish with a domain.
The legal position changed fundamentally in 2025 and 2026. The key points, as reported by the sources listed below, are these.
Two further points matter. First, e-sports and "social" games with no stakes are treated differently from money games under the Act, so the law does not prohibit watching or following online casino games online. Second, the Act is about online services. Betting that is offline falls under state laws, which differ.
Under India's constitution, betting and gambling are a state subject, so the rules differ by state. The Public Gambling Act, 1867 is an old central law that most states adopted or replaced with their own. Commentary from iPleaders and others describes the general picture: most states prohibit gambling, with limited exceptions such as lotteries and betting on horse racing, and a few places (Goa, Sikkim and Daman) license casinos under their own laws. Sikkim has also been described as having permitted licensed online sports betting within the state under older rules. Whether that survives the national Act is exactly the kind of question the court cases and the Authority will answer, so do not assume an older state permission still protects an online service today.
The practical point for a casino player: a state licence for a casino or a racing track does not make an online wager on an online casino bet lawful, and an operator holding a licence from another country does not change Indian law for a user in India.
Because advertising of online money games is itself an offence under the Act, you should expect fewer open promotions around online casino games, and you should be sceptical of any that remain. Banks and payment providers are also barred from facilitating transactions for such services. In practice this means deposits to betting sites may fail, and the sites that still take deposits through informal channels, personal UPI handles or crypto exchanges are the ones most likely to be fraudulent or to disappear with your balance.
If betting is causing you stress, debt or problems at home, talk to someone. In India, Tele-MANAS (14416) is the government's free mental-health helpline. Setting a time and money limit before you watch a match, and treating any money you have already spent as gone, are simple ways to stay in control. If you are under the age of majority you must not take part in any form of betting.
If you enjoy the games themselves, free-to-play versions with no deposits, no prizes and no stakes exist and are treated differently from money games. They let you learn rules and strategy and enjoy the games at no financial risk. Home card games with friends for no money keep the social side of the hobby.
Casino games are independent trials. A roulette wheel has no memory, and a slot machine or card table does not owe you a win after a run of losses. A winning session says nothing about the next one, and over time the house edge works in only one direction.
We last checked these on 16 October 2026. Several are commentary rather than the gazette text of the law, and the legal position may have changed since.

Every casino on this page carries an AskBigBonus Trust Index score — the same framework we use across every operator we cover, not a separate scoring system for casinos specifically. You'll see each score on the operator's card and in the comparison table.
Each casino is evaluated across seven areas: licensing and regulatory standing, account and payment security, how clearly the operator discloses its terms, the strength of its responsible-gambling tools, how reliable its payment methods and withdrawal times actually are, whether its bonus terms are fair and clearly stated, and the overall quality of its website and mobile experience.
The order of this list is an editorial decision, not a straight sort of those scores. Our editors decide which casinos to shortlist and in what order, using the Trust Index as the main input alongside judgment about who we'd actually recommend first — which is why a casino with a slightly lower score can sit above a higher-scoring one. Per-country and per-category pages work differently: those are sorted directly, either by our editors' rating for that specific category and market, or by the specific measured figure the page is about, such as withdrawal speed.
What never moves an operator up a list is money. Operators here may have a commercial relationship with AskBigBonus — an affiliate partnership, an exclusive bonus code, or both — and that relationship is disclosed, but it doesn't buy position. See our full methodology for the complete scoring breakdown.
India has no unified national framework for online casino gambling — gambling law here sits primarily with individual states rather than the central government, and most states haven't built out a specific online casino licensing regime at all, which leaves the market served almost entirely by offshore-licensed international operators rather than any India-licensed brand.
UPI — the Unified Payments Interface run by India's National Payments Corporation — is the single most important fact about payments in this market, full stop. It's how the overwhelming majority of digitally active Indians already move money day to day, and casino deposits are no exception: an operator that supports UPI (directly, or through apps built on it like Google Pay and PhonePe) is instantly accessible in a way one relying only on international cards isn't, since UPI settles in seconds and needs nothing beyond a linked Indian bank account. Paytm occupies similar territory as one of India's most recognized digital wallets.
Beyond UPI, Indian players have a genuinely deep bench of options: NetBanking (direct bank portal transfers), NEFT and IMPS (India's core interbank transfer rails, IMPS being the faster, real-time option of the two), AstroPay (a regional prepaid card popular specifically for gambling-adjacent payments across several markets including India), and crypto for players who want a rail entirely independent of the Indian banking system. International cards and e-wallets (Mastercard, Visa, Skrill, Neteller) round out the list but see comparatively less use than UPI-based methods for exactly the reasons above.
One thing genuinely distinct to India versus most other unregulated markets on this page: gambling winnings here ARE taxed, under Sections 194B and 194BA of the Income Tax Act, which require tax deducted at source on winnings from betting, gambling, and online games. This exists independently of whether the operator paying out is itself licensed anywhere in India — the tax obligation attaches to the winnings, not to the operator's regulatory status, which is a nuance worth understanding before assuming an unregulated market means no tax exposure at all.
Real-money card and table games — teen patti and rummy variants especially — see distinctly strong play in India alongside standard international slots, reflecting genuine local gaming culture rather than just imported Western game catalogs. Cricket-themed slots are a near-universal presence at any operator seriously targeting Indian players, mirroring cricket's outsized role in India's broader sports-betting culture.
Bonus offers reaching Indian players frequently advertise large headline numbers, but the practical value depends heavily on wagering requirements and, more distinctly than most markets, on how the eventual withdrawal interacts with TDS: since tax is deducted at source on winnings, the amount a player actually receives after a big win (bonus-fueled or otherwise) is lower than the raw winning figure, a nuance worth factoring into how much weight to put on any single bonus offer's size.
UPI withdrawals in India are typically the fastest option once an operator clears its own KYC review, often landing within hours given how UPI itself settles near-instantly. NEFT and IMPS both work as withdrawal rails too, with IMPS generally faster since it's built specifically for real-time transfers, while NEFT can take longer depending on batch processing windows. Indian players should also factor in that TDS is typically deducted before a payout reaches them, meaning the amount that actually lands via UPI or bank transfer is already net of the tax withheld, not the gross win amount.
Operator competition for Indian players is intense despite the lack of any domestic licensing framework, driven by India's sheer population size and smartphone penetration — international operators have invested heavily in UPI integration, cricket-themed content, and Hindi/regional-language support specifically to win share in this market, a level of localization effort that exceeds what's typical in most other unregulated markets this page covers.
India's gambling law is built around a colonial-era framework — principally the Public Gambling Act of 1867 — that predates online gambling by more than a century, and gambling regulation has since become primarily a state subject rather than a central one, meaning individual states can and do take different positions. A small number of states have taken an explicit local stance on online gaming/gambling specifically; most have not, leaving the online casino question genuinely unresolved at the state level across most of the country.
No state currently issues a domestic license specifically for the kind of international online casino operator most Indian players actually use, which means the market functions in an unregulated space nationally — not affirmatively legal, not comprehensively banned online-casino-specifically in most states, and served in practice by offshore-licensed operators (commonly Curaçao) rather than any India-licensed brand.
What makes India's situation genuinely distinct from most other unregulated markets on this page is the tax treatment: Sections 194B and 194BA of the Income Tax Act require tax deducted at source on gambling and online-game winnings, applied at a flat rate regardless of the payer's location or licensing status. This means the tax question and the licensing question are legally separate in India in a way they aren't in most jurisdictions — a player can owe tax on winnings from an operator that holds no Indian license at all, because the tax obligation is personal to the winner, not dependent on the operator's regulatory standing.
The minimum age recognized for gambling-adjacent activity is 18. There is no domestic regulator overseeing offshore operators serving Indian players, so as with other unregulated markets, whatever consumer protection exists comes entirely from the operator's own foreign license — worth verifying directly rather than assuming.
This reflects the current legal patchwork rather than legal or tax advice specific to any individual's situation — given the state-by-state variation involved, a player with a genuine question about their own state's position, or their own tax liability, should get that answered by a qualified professional rather than a ranking page.
No Indian state currently mandates responsible-gambling tooling for the offshore operators most Indian players actually use, so whatever deposit limits or self-exclusion options exist come entirely from that operator's own foreign license — worth checking directly, especially given how normalized real-money mobile gaming (fantasy sports, rummy apps, and casino products alike) has become across much of urban India.
India's state-by-state legal variation means the practical picture genuinely differs by where a player is based even though the operators themselves don't distinguish between Indian states — a small number of states have taken explicit positions on online real-money gaming specifically (with some restricting certain game categories), while most, including several of India's largest by population, haven't addressed online casino specifically at all. This state-level fragmentation is unlikely to resolve into a single national position quickly, given how gambling regulation is constitutionally allocated to states rather than the center.
Before an operator appears on this page for India, our editors confirm genuine acceptance of Indian players, verify that UPI (directly or via Google Pay/PhonePe) actually processes deposits and withdrawals in practice, and check the operator's foreign license against that issuer's own public register. We do not offer tax guidance on TDS treatment in individual reviews — that's a matter for a qualified tax professional given how much it depends on an individual player's own circumstances — but we do confirm an operator's payout process doesn't obscure how TDS was applied to a given win.
There's no single "best" online casino — the right one depends on where you live, what you want to play, and how you plan to deposit and withdraw. A few things worth checking before you sign up:
Licensing. Confirm the casino holds a real gambling license for the market you're in, not just a generic offshore license that may not actually authorize service to your country. Our country pages list which licenses are recognized where you live.
Game selection. If you care about live dealer tables, a specific slot provider, or sports betting alongside casino games, check the operator's own site — not every "best casino" targets the same kind of player.
Payment methods. Look for deposit and withdrawal methods you'd actually use, and check whether the casino publishes real withdrawal times rather than a vague "1–3 business days" promise. See our payment methods hub for what each casino supports.
Bonus terms. A large headline bonus number means little if the wagering requirement is unreasonable or key games don't count toward it. Read the bonus terms, not just the percentage, before you claim anything — our wagering requirements guide explains how to do that math.
Responsible gambling tools. Deposit limits, self-exclusion, and reality checks should be easy to find and easy to use, not buried in a settings menu.
A licensed, well-run online casino is generally safe to use, but "online casino" covers an extremely wide range of operators — from established, regulated brands to sites with no real oversight at all. Licensing is the starting point: a casino regulated by an authority that actually enforces its rules has real consequences if it treats players unfairly, unlike one that exists mainly to issue licenses cheaply.
Beyond licensing, the signals we weigh in our own Trust Index are the same ones worth checking yourself: how the casino handles player funds, whether it publishes clear terms rather than vague ones, its actual track record on withdrawals, and whether it offers meaningful responsible-gambling controls. No scoring system — ours included — can guarantee an individual outcome with any operator. If something goes wrong, we review reported issues at no additional cost; see how to report a problem.
The ranking above lists the online casinos we've confirmed are genuinely available to India-based players, ordered by AskBigBonus Trust Index score. Availability, licensing, and payment support can all differ from what a global "best of" list shows — this page only includes operators we've specifically verified for India.
Based on our current research, online casino gambling in India is unregulated. This is general information, not legal advice — confirm the current rules for your specific situation before playing.
This varies by operator — some support local currency directly, others convert everything to USD or EUR. Check the specific operator's cashier page before depositing.
Several operators in our India ranking support cryptocurrency deposits — check the payment methods shown on each operator's card above, or see our payment methods hub for the full breakdown by coin.
This varies by operator — see the "Payment Methods" section on this page for what's actually common among the operators available in India, and the Key Data on each operator's card for its specific supported methods.
